Town Manager
Scott Kidd is a graduate of NC State with a Bachelors in Parks, Recreation, and Tourism Management with a minor in business management.  Scott was originally hired at the Town of Liberty as the Parks and Recreation Director in February of 2016. He worked for Moore County Parks and Recreation for 8 years prior to coming to work for Liberty. Scott was later promoted to Public Service and Recreation Director in 2019 where he was over the Water, Sewer, Streets, Cemetery, Sanitation, and Recreation Divisions for the Town. Scott was then ask to be Interim Town Manager in early 2021 and was sworn in as Town Manager July of 2021.
Janie Konyek

Assistant Town Manager

Janie Konyek received her Bachelor of Arts in Geography with a concentration in Urban Planning from UNCG in December 2016. She has held several positions in her professional career, including Planning Technician, Zoning Official, Principal Planner - Development Review, Planner II, and her current position of Assistant Town Manager.
Her certifications include CZO, SWITC, and NCAHCO. She is involved in several committees, including transportation, river studies, and legislative. Her duties with the Town of Liberty are primarily Planning and Zoning.
In her free time, she enjoys spending time and traveling with her children and friends, solving puzzles, cooking and baking, and frequenting the gym.
Jessica Brown

Town Clerk

Jessica Brown grew up in Liberty and graduated Eastern Randolph High School. She attended UNC Greensboro and Miramar College in San Diego. She began working for the Town in 2015 in Utilities and was promoted to Town Clerk in 2017. She became a North Carolina Certified Municipal Clerk in 2024.
She enjoys spending time with friends and family, walking her dogs, going to concerts , and pickle ball.
